Harry Gwala District Municipality Council Meeting Champions Innovation, Ethics, and Revenue Enhancement.

The Council of the Harry Gwala District Municipality convened a meeting today, 26 August 2025, that placed a renewed focus on innovation management, ethical governance, and sustainable revenue collection strategies.
The council, led by District Speaker Cllr. Sibongiseni Mdunge, wished female councillors and female employees a happy women’s month and acknowledged celebrations for women’s months that the municipal has hosted.
The Honourable Mayor Cllr. Zamo Nxumalo, during his presentation to council acknowledged the pressing need to adapt to evolving governance challenges by embedding innovation into the municipality’s operations. Discussions highlighted the importance of digital transformation, smart service delivery solutions, and innovation to enhance efficiency and responsiveness across departments.
In addressing ethical work practices, council members reaffirmed their commitment to transparency, accountability, and integrity. The municipality is prioritizing training and awareness programmes for staff and councillors to reinforce a culture of ethical leadership and public service excellence.
A key item on the agenda was the strengthening of revenue collection mechanisms to ensure financial sustainability. Strategies discussed include improving billing systems, enhancing customer engagement, and intensifying debt recovery efforts. These measures aim to support improved service delivery while reducing dependence on external funding.
Mayor Nxumalo stated,
“We are determined to build a municipality that is innovative, ethically grounded, and financially resilient. Today’s council deliberations show our collective commitment to serve the people of Harry Gwala with transparency and forward-thinking leadership.” Said Mayor Nxumalo.
Mayor Nxumalo also reported about the proposed land summit that is aimed at creating employment in the agricultural sector.
The Council remains committed to ongoing engagement with residents, stakeholders, and government partners to ensure inclusive growth and service delivery across the district.
