Harry Gwala District Development Model (DDM) Meetings to strengthen service delivery.

The Harry Gwala District Municipality successfully hosted a key District Development Model (DDM) meeting today, 18 September 2025. The event brought together various stakeholders from government departments, local municipalities, the private sector, and community representatives to discuss and align strategies aimed at driving sustainable development across the region.

The Harry Gwala DDM champion, the Deputy Minister of Defence and Military Veterans, Mr. Richard Mkhungo, attended the meeting.
This meeting is chaired by the District Mayor Cllr Zamo Nxumalo, who apologised for Minister of Science, Technology, and Innovation Prof. Blade Nzimande who is also a DDM Champion, as he could not attend the meeting. 

The DDM framework is a collaborative approach initiated by the government to foster integrated service delivery, enhance coordination between various stakeholders, and accelerate socio-economic development at the district level. The meeting focused on evaluating progress made, addressing challenges, and outlining strategic interventions to improve the quality of life for residents in the Harry Gwala District.
Deputy Minister Mkhungo praised the district for their efforts in ensuring that there is service delivered to the community. 

“We would like to express our deep appreciation and gratitude for being invited to this important meeting as a DDM Champion who is assigned to this district by the President of the Republic of SA, His Excellency President Cyril Ramaphosa.
 I believe that part of the oversight responsibility that I have together with my colleague.
Honourable Minister Nzimande is to ensure that we honour invitations to the Political Hub in order to ensure that we follow on resolutions that we have taken in previous meetings, to politically guide the district on a number of issues and ensure that the ONE PLAN is still intact. I must say that this district is doing very well in ensuring that there is service delivery to the community,” said Deputy Minister Mkhungo. 
Mayor Nxumalo also thanked participants to the DDM meeting and stressed that what is most important are outcomes and solutions that will bring about change to the community of Harry Gwala. 

"Today’s meeting has been an important step in strengthening our district’s development efforts. We are committed to working together with all our partners to ensure that the people of Harry Gwala District benefit from inclusive, sustainable development. We recognize the need for improved coordination and collaboration, and today’s discussions have been instrumental in identifying concrete solutions." Said Mayor Nxumalo.
